Technical description of cookies in its Opinion 2/2010 of the Article 29 Working Group on online behavioral advertising (WP171).
Definition:
Cookies are small files that are downloaded to your computer when you access a portal. Its function is to exchange information between the user's computer and the origin server, and among its purposes is the system's operability (optimizing the connection and the content that is downloaded, avoiding the need to repeat tasks or increasing the security of the connection ) and personalizing the appearance and functionality of the information that is sent to the user's equipment, observing their browsing habits.
The mode of operation is as follows, the portal provider places a tracking cookie on the user's terminal the first time he visits his portal that displays an ad from his network. The cookie is a short alphanumeric text stored (and later retrieved) on the user's terminal by the network provider. In behavioral advertising, the cookie will allow the ad network provider to recognize an old visitor who returns to that portal or visits any other associated portal on the ad network.
Cookies have different useful lives. Opinion 2/2010 issued by the Article 29 Working Party establishes the following distinction:
Depending on who can exploit them, cookies may be reserved for the portal editor where they are installed or shared between members of a portal network. Given its ability to survive after the browser is closed, it is necessary to distinguish between permanent and session cookies, characteristics that correspond to the programmer's interest.
Permanent cookies have a late future expiration date or last until they are manually deleted.
Most Internet browsers offer the possibility to block third-party cookies, also called “session” cookies. Some browsers facilitate “private” search sessions that automatically destroy all cookies created when the browser window is closed.
Flash cookies cannot be deleted with a browser's traditional privacy settings. It has been pointed out that flash cookies have been used explicitly as a tool to restore traditional cookies that have been rejected or deleted by the user.
The evolution of so-called Cookies has considerably increased the ability to extract and use information about navigation, causing a regulatory change at European level that seeks, fundamentally, to reinforce the role of users' consent. In this regard, they include Directive 2009/136 / EC which amended, among others, Directive 2002/58 / EC, which establishes the regulatory framework for privacy in the electronic communications sector.
